Overview

SANParks invites bids for a Public Private Partnership to finance, refurbish, operate and maintain the Mutlumuvi Concession in Kruger National Park, including rights to operate lodge accommodation, food & beverage, retail and wildlife activities, and to manage roads and environmental infrastructure, for a 25-year concession. Suitable bidders are experienced tourism/hospitality operators with PPP and finance capability, able to meet SANParks’ environmental and transformation targets (B-BBEE, local community empowerment) and capable of forming a dedicated SPV.

Requirements

• Bidder must establish a Private Party SPV with at least 30% equity held by the technical/operational partner.
• Demonstrate ability to raise debt and equity and provide required security.
• Comply with SANParks’ Beneficiation Scheme and B-BBEE obligations; focus on Local Communities and Dispossessed Land Owner Communities.
• Adhere to environmental, conservation, and park regulations (NEMPAA/NEMA frameworks) and SANParks Environmental Specifications.
• Provide corporate and ownership information, and commit to financing, refurbishment, operation and maintenance as a going concern for the Concession Area.

• Submission method: per RFP guidance; English language; check the RFP for exact submission channel.
• Documents to complete/submit: Annexure 1A (Qualification Submissions), Annexure 1B (Information on Bidders), Annexure 2 (Functionality and risk, etc.), Annexure 3 (B-BBEE Obligations), Annexure 4 (PPP Fee Offer), and Schedule 5 (B-BBEE) among others; BID SUBMISSIONS and related forms are in the RFP.
• Required registrations/pre-qualifications: SPV incorporation prior to PPP Agreement signature; evidence of ability to raise debt/equity; adherence to B-BBEE obligations (Annexure 3).
