Overview

Public Private Partnership to finance, refurbish, operate and maintain the Mpanamana Concession Area in Kruger National Park, including lodge and tented camps, food and beverage, retail and wildlife activities, plus management of roads and environmental infrastructure. Bidders should be experienced hospitality operators with capabilities in lodge management, safari activities, capital raising, and environmental/compliance oversight. The concession runs for a long term (RFP indicates 25 years in the related documents).

Requirements

• Formation of a Private Party SPV with at least 30% equity held by the technical/operational partner.
• Ability to raise debt and equity and provide security acceptable to SANParks.
• Compliance with SANParks’ Beneficiation/Socio‑economic Transformation targets (B-BBEE obligations) and the Beneficiation Scheme.
• Adherence to SANParks Environmental Specifications and applicable environmental and protected areas laws (NEMPAA/NEMA frameworks; Environmental Guidelines in Schedule 7).
• No inappropriate involvement of public entities unless pre-approved; strict information barriers if a Lender or B-BBEE supplier supports multiple Bidders (per RFP rules).
• Submission of mandatory documents and adherence to the Annexure requirements (Annexure 1A, 1B, 2, 3, 4, 6, 9; see Request for Proposals – Mpanamana Jul 2026.pdf).
• Compliance with handover, financial, and performance guarantees as outlined in the draft PPP Agreement (Annexure 5) and related schedules.
