Overview

Procurement of Routine Maintenance & Spot Improvement of Mutomo–Muthaa (B88) Road funded through Fuel Maintenance Levy Fund (RMLF); open to eligible construction firms registered with the National Construction Authority in Categories NCA 6, 7 or 8. Eligible bidders include single firms or JVs, with a mandatory pre-tender site visit and a Women/AGPO eligibility focus.

Requirements

• Mandatory bid inclusions: copies of incorporation, valid NCA Annual Practising Licence (classes 6–8), valid Tax Compliance Certificate, CR12 (issued within last 6 months), AGPO registration in WOMEN category, and page serialization of all tender documents.
• Qualification/eligibility: similar previous experience, qualified professional/technical personnel, current workload, and compliance with citizen-actor requirements; maximum of two tenders per bidder, with only one award per bidder; directors with ongoing works or who are awarded tenders in FY 2025–2026 are not eligible.
• Site-visit representation: one Technical Person per bidder (Diploma in Civil/Highway Eng) to attend the pre-tender site visit; must bring original IDs, certified diplomas/certs, and proof of professional registrations (EBK/KETRB/IET) with certified copies (documented in the tender notice).
• Compliance: no canvassing; foreign tenderers must meet 40% local input; NCA registration required before contract award; tax obligations fulfilled; competitive fairness and audit rights described in the tender documents.
• Documentation and binding: all pages to be properly bound and serialised; JV must submit JV agreement or letter of intent with tender.

How to Apply

• Deadline: submissions due by 16 July 2026 at 09:00; tenders opened soon after at the KeNHA Lower Eastern Regional Office (Machakos) in the presence of attendees.
• Submission: plain sealed envelope/package clearly marked with tender name and reference number; delivered to the Regional Director – Lower Eastern, Machakos, or deposited in the Tender Box at the Lower Eastern Regional Office.
• Documents to submit: Form of Tender, priced Bills of Quantities, Tender Security or Tender-Securing Declaration, Joint Venture documents (if applicable), qualifications, conformity (technical proposal), and any other documents specified in the TDS (SECTION IV).
• Registrations/pre-qualifications: NCA registration in the required class, AGPO access for WOMEN, Tax Compliance, CR12, and access to Government Procurement Opportunities; contracts subject to post-qualification evaluation.
