Overview

Procurement of routine maintenance and spot improvement works on the Junction A8 Ngata - Njoro - Ndeffo (B18) Road, to be carried out by construction firms registered with the National Construction Authority (NCA) in categories NCA 4, 5 or 6. The Open Tender by KeNHA (R4/359/2026) is funded via the Fuel Maintenance Levy Fund and targets eligible road-construction contractors; it allows joint ventures and imposes certain eligibility rules (e.g., limits on multiple tenders, citizen-Contractor preferences).

Requirements

• Mandatory documentation to submit with the bid:
• Copy of Certificate of Incorporation; Copy of Valid Annual Practising Licence (NCA, classes 4/5/6); Copy of Valid Tax Compliance Certificate; Copy of CR12 form (issued within 6 months); page serialization of tender documents (see TENDER DOCUMENT).
• Other requirements: relevant similar experience; qualified professional/technical personnel; current workload; eligibility and compliance with citizen preference rules; anti-corruption and competition provisions; source of indices for market rates (and reference to price guide). • Additional constraints: limit of bidding on two tenders per bidder (one award max); directors’ restrictions if tied to ongoing works or other companies; NCA registration and possible local ownership requirements; foreign-bidder local-content rule (at least 40% inputs locally if foreign); registration with NCA required before contract award; compliance with PPADA and competition laws.

• Submission method: plain sealed envelope/packet delivered to the KeNHA South Rift Regional Office or Tender Box, Nakuru; mark tender name and reference.
• Documents to complete and submit: Form of Tender; priced Bills of Quantities; Tender Security or declaration; Joint Venture documents if applicable; authorization letter; qualifications information and technical proposal; any other documents specified in the Tender Data Sheet (TDS). • Required registrations/pre-qualifications: National Construction Authority registration (NCA 4, 5 or 6); Tax Compliance; CR12; site-visit participation as required; verification of documents at issuing agencies.
