Overview

Procurement of Ruigtesloot Village Water Reticulation and Yard Connections Phase 2 by Moretele Local Municipality for CIDB 7CE or higher contractors. Bidders should be qualified civil/ water infrastructure contractors (CIDB 7CE+), with joint ventures allowed under CIDB rules.

Requirements

• CIDB registration: 7CE or higher, active status during award; class of works aligned to the tender value; JV rules apply.
• legal entity: eligible as a sole, partnership, company or joint venture; if JV, lead partner must meet the required designation and all partners CIDB-registered.
• Returnable documents: completed MBD forms (4, 5, 8, 9), Compulsory Enterprise Questionnaire, CIDB registration certificate, CSD summary, attendance at compulsory briefing, and Letter of Authority for signatories.
• Pre-qualification and registrations: CSD registration prior to award; tax matters in order; VAT indication if applicable; Bank rating letter and financial statements as required.
• Rates and rates documentation: proof of municipal rates (not older than 90 days) or landlord lease evidence if rates are under a lease; not in arrears beyond 90 days.
• Compliance and safety: adherence to GCC 2025 and Occupational Health and Safety requirements; compulsory clarification and addenda records; no canvassing.
• Tender specifics: one complete tender in a sealed envelope; no fax/email submissions; pricing schedules and Bills of Quantities to be included; preferred points-based evaluation (Functionality, then Price and Preference).

• Clarification/briefing: Mandatory briefing on 15 June 2026 at 12:00, Moretele Local Municipality, Municipal Hall (4065 B, Mathibestad) (Ward 1 - RUGTESLOOT.pdf..pdf).
• Submission: deliver one original tender in a sealed envelope to the Moretele Municipal tender box, 4065 B, Mathibestad, Makapanstad 0404, by 12:00 on 8 July 2026; envelope clearly labeled with the bid number MLM/W/W1/P2/26-27.
• Documents to submit: as listed in T2.1/T2.2 (and T2.3), including Form of Offer and Acceptance, CIDB registration, CSD, MBD forms, JV agreements if applicable, and bank/financial documents.
