Overview

The Eastern Cape Department of Health invites bids for scheduled maintenance of low voltage facilities, nurses call, communications, PV and UPS systems at Chris Hani District Health facilities. Tenderers should be electrical/facilities maintenance contractors with LV expertise, CIDB registration, and the capacity to deploy dedicated resources to a district-wide contract (including a named Electrical LV Maintenance Manager and Supervisor). Briefing is mandatory and conducted virtually on MS Teams.

Requirements

• CIDB: Contractor grading designation EB, Grade 7 or higher (or for a Joint Venture, lead partner EB Grade 6; CIDB registration prior to evaluation).
• Key personnel: Access to an Electrical LV Maintenance Manager and an Electrical LV Maintenance Supervisor with LV installation/maintenance experience; defined responsibilities per the contract data.
• Registrations/compliance: CIDB registration; Central Supplier Database (CSD) registration; CIPC company registration; SARS tax clearance; COIDA good standing.
• Financial: Bank rating minimum Grade C from a recognized bank.
• Returnable documents: SBD1, SBD4, SBD6.1; Compulsory Enterprise Questionnaire; CIDB certificate; proof of address; company references (min. three); Annexures A–B; and related scheduling documents.
• Resource plan: Compete transparency on other district bids; provide a dedicated Chris Hani resource plan (organogram, plant/equipment, response logistics) and confirm non-duplication of resources across districts.
• Evaluation: Two-stage process (administrative/compliance, then price and preferences) with risk assessment and possible site verification.

How to Apply

• Obtain bid documents from www.echealth.gov.za or www.etenders.gov.za. Briefing is mandatory: 15 September 2026 at 11:00 via MS Teams (meeting details in the tender).
• Attend compulsory briefing; absence may render bid non-responsive.
• Ensure compliance: CIDB registration, CIDB grade requirements, tax clearance, SARS PIN/CSD, COIDA, and company registrations.
• Prepare and submit online via the National Treasury eTender Portal by 02 October 2026 at 11:00. No hard copies.
• Submit compulsory returnable documents (e.g., Form of Offer, Contract Data, BOQ, Annexures A–B, CIDB proof, company references, sub/subcontractor schedules, bank rating, COIDA, etc.). Include any addenda records.
