Overview

Procurement of schedule maintenance for low voltage facilities and related systems (LV, nurses call, PA, PV and UPS) at O.R. Tambo District Health facilities. Target bidders are electrical LV maintenance contractors with CIDB EB Grade 7+ (or capable to register) and who can appoint a dedicated Electrical LV Maintenance Manager and an Electrical LV Maintenance Supervisor.

Requirements

• CIDB eligibility: EB Grade 7+ (or JV with compliant grading; lead partner EB Grade 6) and CIDB/CSC registration commitments.
• Key personnel: Electrical LV Maintenance Manager and Electrical LV Maintenance Supervisor with LV installation/maintenance experience.
• Mandatory documentation: SBD1, SBD4, SBD6.1; resolutions for signatory; returnable schedules (subcontractors, plant/equipment, key personnel, bank rating); CIDB certificate; CIPC registration; COIDA good standing; SARS tax clearance or tax status; CSD registration.
• Capacity and governance: Resource Allocation Plan showing dedicated OR Tambo resources; ability to demonstrate capacity for single/district work without overextension.
• Evaluation framework: two-stage process (administrative, then price and preference) with specific goals and risk assessment (including verification visits for shortlisted bidders).
• Other: No alternative tenders; compulsory briefing; paper contract copies limited to one; electronic submission via e-tender portal.
