Procurement of scheduled maintenance to low voltage facilities (LV), nurses call, communications, PV and UPS systems for Sarah Baartman District Health facilities; intended for electrical contractors with CIDB registration and LV maintenance capability. Requirements

• CIDB eligibility: EB grading 7+ (or higher) for contractors; joint ventures must meet CIDB and lead partner must have EB Grade 6; CIDB registration or ability to obtain before evaluation (C1.2 data).
• Key personnel: allocated Electrical LV Maintenance Manager and Electrical LV Maintenance Supervisor with LV installation/maintenance experience (C.2.1.2–C.2.1.3).
• Returnable/mandatory documents: SBD1, SBD4, SBD6.1; CIDB certificate; CSD proof; COIDA Letter of Good Standing; company reference forms; Annexures A–E; Form of Offer and Acceptance; pricing data (C1.1–C2.2) (as listed in T2.1/T2.2).
• Registration and compliance: SARS Tax Compliance (TCS/CSD), COIDA good standing, CIDB registration; ensure no conflicts of interest; enterprise questionnaire completed.
• Site briefing and risk: compulsory briefing session; attendance must be recorded; risk assessment and possible site verification for top bidders (document references: T1.1, C.3.11.1, C.3.11.10).
• Resource planning: declare other district bids and provide a Resource Allocation Plan (organogram, dedicated plant/equipment, logistics) to prove capacity (T2.2z-2).
• Evaluation: two-stage process with price and preferences; preferred supplier risk assessment; formula for price scoring and BEP goals as per tender data (C.3.11.x).
