Overview

SCM9/2026/27 invites a service provider to calculate the Development Charges (DCs) unit cost for engineering services and related services for Cape Agulhas Municipality. The tender seeks a multidisciplinary team to develop a comprehensive DC system (policy, by-law, calculator, agreements, and bulk drawings) in line with national and municipal frameworks. Suitable bidders are professional consultants with experience in DCs, bulk infrastructure costing, CIDMS, and compliance with MFMA/SPLUMA/ECSA guidelines.

Requirements

• Multidisciplinary consulting team to deliver DC system components (policy review, by-law, Excel calculator, agreements, bulk drawings).
• Delivery of inception, costing reports/drawings, unit cost tables, DC calculator, policy, by-law, agreements, development conditions, and financial/legal compliance reports.
• Personnel must meet professional registration requirements (e.g., ECSA-registered engineers) and relevant demonstrable experience.
• Compliance: Tax Compliance Status Pin, CIDB/CBSD registration as applicable, and B-BBEE status documentation.
• Priority on evidence of prior DC unit-cost calculations and related municipal engineering projects.
