Requirements

• Eligibility: consultancy firms and NGOs with RCCE/health-communication expertise; NGOs may apply as consultancy firms or expert bodies, subject to admin requirements.
• Administrative documents: for companies — RCCM registration, national identification number, company profile, CNSS payments proof or 2026 mid-year payments, tax certificate or proof of payment; for NGOs — notarized statutes, ministerial order granting legal personality, CNSS proof, tax certificate.
• Tender format and evaluation: three separate PDFs (administrative, technical, financial); minimum technical threshold 70%; tender validity 90 days.
• Compliance: adherence to GIZ Code of Conduct; submission to the specified email; subject line must include reference 10054159; large files handled via file transfer if >23 MB.
