Overview

Procurement of a Sere Wind Farm Fire Detection System maintenance service under an NEC3 Term Service Contract (TSC3) for routine and non-routine maintenance, inspection, testing, fault diagnosis, repair and performance verification. Bidders with fire-detection system installation/maintenance expertise, and the ability to operate on a wind‑farm site, are suitable. Key needs include knowledge of NEC3 terms, site safety, and maintenance of integrated fire-detection hardware/software.

Requirements

• Proof of CSD registration (mandatory).
• CIDB registration (Contractor must meet CIDB SDL&I requirements; CSDG evidence).
• Compliance with Eskom Standard Conditions of Tender and the Eskom Supplier Integrity Pact; complete Annexures A–F, H–J as applicable; integrity declarations and local-content declarations where relevant.
• Attendance at a compulsory site clarification meeting (10 Sept 2026) and confirmation by 12:00 on 9 Sept 2026.
• Complete tender including commercial, financial and technical information; submit mandatory tender returnables.
• Health, safety, and environmental compliance (OHS requirements, Life-Saving Rules, PPE, work at height, etc.).
• No conflicts of interest; no 100% subcontracting of the scope without consent.
• Pricing and bid in the Eskom E-tendering system; pricing schedule/BOQ submission in PDF (and Excel copy); PDFs up to 500 MB per document; total submission cap 4 GB.
• Functional and PPPFA-based evaluation (80/20 split; specific-goal scoring available).

How to Apply

• Review the ITT: Sere Wind Farm Fire Detection System (ITT Rev 28). Clarification deadline: queries by 5 working days before tender closing; site clarification meeting 10 Sept 2026 (Sere Wind Farm); confirm attendance by 12:00 9 Sept 2026 (see ITT).
• Submit electronically via Eskom E-tendering site by 21 Sept 2026, 10:00. Ensure status is complete; no hard copy submissions.
• Upload documents under the specified folders (Technical, Commercial, Financial, other) as PDFs; include the Pricing Schedule/BOQ (Attachment 2) and an Excel copy of the price list.
• Attach mandatory annexures and forms: Annexures A–J, SBD 1, SBD 6.1, SBD 4, Tax Evaluation questionnaire, E-tendering manuals, CIDB/SDL&I forms, Local/Imported Content Declarations, and Integrity Pact (see attached Fire Detection Attachments and ITT package).
• If not already in your pack, obtain and review NEC Term Service Contract data (Attachment 1: TSC3) and confirm scope of work (Part C3) and pricing (Part C2). (See Fire Detection Attachments.zip and ITT documents.)

Notes:

• The contract period is 5 years with a 12-month defects window (plus latent defects considerations) and a 3-year warranty on installed components; payments within 4 weeks of invoice.
• Contract framework is NEC3 TSC3 with Z clauses and standard Eskom risk/ safety provisions.
