Overview

Rand Water invites bids for the major overhaul and refurbishment of three milk-of-lime slakers (Nos. 17, 11 and 04) at Zuikerbosch Water Treatment Plant. This is a construction/industrial works tender targeting mechanical/maintenance contractors with CIDB 3ME or higher; work includes stripping, cleaning, repair/replace, installation, commissioning, permits, safety, and associated site works at Rand Water’s Zuikerbosch station.

Requirements

• CIDB: contractor grading designation 3ME or higher (or valid option to be registered prior to evaluation; joint ventures allowed per CIDB rules) (T1.1, T1.3.1, C2.1).
• CIDB registration or ability to become registered before evaluation (C2.1).
• Pre-qualifications: Letter of Good Standing (COIDA), CIDB registration or application, fully completed Form of Offer and Acceptance (T1.3.1, T2.1).
• Returnable documents: Pricing Schedule/BoQ, Enterprise Questionnaire, SBD 6.1, SBD 4, Contract Agreement, Letter of Bid, and related records (T2.1, T2.2).
• Experience and capability: detailed record of previous similar works, references, safety performance, and project management capacity (T2.2.5; Annexure C2.2/BOQ; T2.2.6; T2.2.7).
• Resource capacity: HR capacity schedule, equipment capacity, and a credible project programme (Gantt/Level 2 schedule with timelines and cash flows) (T2.2.6, T2.2.7; Annexure C2.2).
• Preference: BBBEE consideration via SBD 6.1, with points under 80/20 or 90/10 system depending on tender value; specific goals scoring applies (SBD 6.1).
• Compliance with applicable standards and contract data (FIDIC-based Short Form, CIDB tender rules) (C1/CIDB references).
