  • Evidence: CVs, team qualifications (NQF levels 7/6), and project approach
• Stage 3 price and specific goals
  • 80/20 price vs. specific goals weighting; specific goals include 51% Black Owned and promotion of Eastern Cape
  • Documentation to prove conformance with specific goals (e.g., letters, appointment letters)
