Overview

HKI seeks to procure 4x4 vehicle rental with professional drivers in the provinces of Kinshasa, Kongo Central, and Kasai Oriental/Lomami. The work is divided into 3 lots (Lot 1: Kasai Oriental/Lomami, Lot 2: Kongo Central, Lot 3: Kinshasa) with bids allowed for one, two, or all three lots. Arrangements are on a 12-month, on-demand basis under Blanket Purchase Agreements, with at least 72 hours’ advance notice before each mission and potential deployment of multiple vehicles as needed.

Requirements

• 4x4 vehicles in perfect working order with current technical inspection.
• Mandatory professional driver with valid driving license; include driver accommodations and per diem details.
• Supplier bears maintenance, repairs, and all-risk vehicle insurance.
• Prompt replacement vehicle of equivalent grade in case of breakdown.
• Vehicle equipment: extinguisher, spare tire, jack, wheel wrench, warning triangles.
• Fuel costs borne by HKI; vehicles delivered with full tank and returned full; tolls paid by HKI.
• Eligibility: registered commercial/non-governmental entities in the DRC; demonstrated integrity and ethics; no disqualifications.
• Payment terms: 30 days after receipt/acceptance under a Blanket Purchase Agreement; 1% daily late penalty; payments to the purchaser’s name.
• Bid documents: RCCM, tax certificate (NIF/attestation), National ID, VAT registration; vehicle photos and permits; driver licenses; professional references; Conflict of Interest certification.
