Overview

Procurement of a space planning service provider to redesign and optimise the SAMSA Pretoria head office layout. This invitation targets space planning/interior design firms with expertise in space optimization, workplace design, and office layout planning, and requires professional registration with SACAP or IID, plus related qualifications.

Requirements

• Needs analysis, space planning & design, design development, and technical documentation.
• Evacuation plan scope and display/delivery of safety-focused plans.
• Compliance with Occupational Health and Safety Act and Building Regulations; applicable signage standards.
• Minimum Project Lead: Bachelor’s degree in Architecture, Architectural Technology, Spatial Planning, or equivalent; at least 3 years’ experience in office space planning; proven leadership for space optimization and workplace design.
• Professional registration with SACAP or IID (proof required).
• Evaluation criteria (minimum threshold 75/100): 3 reference letters (up to 30 pts); professional registration (20 pts); Project Lead competence (50 pts total: 30 for experience, 20 for qualifications).
• Locality and HDI/BBBEE considerations with supporting documents (CK1, BBBEE, CSD, IDs, proof of address).
• Tax compliance: SARS PIN or CSD number; tax clearance requirements; electronic submission rules.
• Consortium/JV documentation if applicable.

• Submission method: Email bids to rfqresponses@samsa.org.za with the RFQ number in the subject line (RFQ-HO-1693).
• Documents to submit (at minimum): Signed SBD forms, recent CSD (not older than 3 months), tax PIN, valid BBBEE, CK1 (CIPC), ID copies for listed owners, proof of address, consortium/JV forms if applicable.
• Pre-qualifications: SARS Tax Compliance PIN or CSD number; where applicable, consortium partners must each provide their TCS/PIN/CSD.
• Pricing: Complete Annexure B pricing table; quotes must include VAT and be on company letterhead.
• Notes: The package includes compulsory annexures detailing scope (needs analysis, space planning, design development, technical docs, evacuation planning) and evaluation criteria (Annexures A–C; see attached RFQ-HO-1693 document).
