Overview

Procurement of a GIS-led Spatial Redefinition and Update of Settlement Boundaries to produce a GIS-compliant dataset and boundary register for WMMLM; suitable for qualified GIS/urban-planning service providers with SACPLAN registration and municipal-experience.

Bidders should be experienced in GIS, settlement mapping, cadastral data, data management, and municipal/ government work.

Requirements

• Proven GIS/spatial planning experience; team must include a Professional Planner, GIS Specialist, and GIS Technician; proof of registration with relevant professional bodies (e.g., SACPLAN).
• Demonstrate capacity to transfer skills and deliver a full GIS dataset, metadata, and a final settlement boundary register, aligned to SA standards and legislation.
• Compliance documentation: tax clearance/PIN (SARS), CSD number (or TCS), CIPC registration; original municipal documents; ID copies; signed MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9); certification that no undisputed municipal accounts are overdue.
• Minimum 100% local content; 70% functionality threshold to be eligible for price evaluation; 80/20 price-point split with 20 points for specific goals.
• If a JV/consortium, all parties’ TCS/CSD must be provided and lead partner identified.
