SPECIFICATION TO CONDUCT SCOPING AND ENVIRONMENTAL IMPACT ASSESSMENT (S&EIA) PROCESS IN ACCORDANCE WITH THE ENVIRONMENTAL IMPACT ASSESSMENT FOR THE EXPANSION OF THREE (3) PIGGERY PROJECTS

Overview

Procurement of an independent Environmental Assessment Practitioner (EAP) to conduct Scoping and Environmental Impact Assessment (S&EIA) for the expansion of three piggery projects, in accordance with NEMA and the EIA Regulations, 2014 as amended. Bidder should be an environmental consultancy with EIA/Basic Assessment experience, capable of securing Environmental Authorization and related approvals and delivering the S&EIA report. Projects: Kwa Mogobholi Piggery (Randfontein-WRDM); Over Bellegings Piggery Project (Doornrandjies-City of Tshwane); Blue Ice Dish Farming (Germiston - Ekurhuleni).

Requirements

• Proven experience as Environmental Assessment Practitioner to facilitate Basic Assessment under the EIA Regulations, 2014.
• Ability to obtain all required approvals: Environmental Authorisation, Water Use Authorisation, Land Use/Zoning, Building Plan Approval (National Building Regulations), Agricultural Land Approval, Waste Management Authorisation, Veterinary and Animal Health Compliance, Health and Safety Compliance, Fire and Disaster Management Approval, Electrical Compliance, Carcass Disposal Approval, Biodiversity and Heritage Screening.
• Commence work within one week of appointment and participate in an inception meeting with GDARD (as outlined in the terms of reference).
• Provide VAT-inclusive pricing; quotations valid for 60 days from closing; delivery period stated in the quotation.
• Submit quotations on company letterhead, signed by a duly authorised representative; include all required documentation (SBD forms).
• Complete and submit standard bid documentation: SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points) as applicable; comply with National Treasury general conditions of contract.
