Overview

SSA seeks to appoint an established South African company to provide scientifically validated assessment solutions to the SSA for a period of five years. Bid is open to providers with psychometric assessment products, platform delivery capability (online or offline), and relevant HR/occupational psychology experience; must meet tax, security, and BBBEE/=CSD requirements.

Requirements

• Tax compliance: SARS tax clearance status or Tax Compliance PIN; single certificates for joint ventures or sub-contractors.
• Registration/registrations: valid Central Supplier Database (CSD) registration; VAT if applicable.
• BBBEE: valid BBBEE status level verification certificate (or sworn affidavit where applicable); joint ventures must submit consolidated BBBEE documentation.
• Security: personnel security clearances at SSA-determined levels; ongoing clearance during contract.
• Documentation: complete and submit all forms and schedules (SBD1, GCC/Schedule A, Schedule B Tax, Schedule C Pricing, Schedule D Declaration, Schedule E, F, G, H, I, J, K, plus any Schedule L for BBBEE); attachments may be required for consortia/JVs.
• Manuals and training: supply technical manuals detailing reliability/validity and provide training on tests, development feedback, and competency methodology.
• Platform viability: must offer a workable, integrated assessment solution (paper-based, desktop, and/or online) with reporting, data security, audit trails, and APIs for integration.
• Evaluation readiness: proposals must address Phase 2 and Phase 3 criteria (functionality, pricing, and BBBEE).

• Submission method/venue: deposit in SSA Bid Box at SSA Headquarters Reception, Musanda Complex, R50 Delmas Road, Rietvlei, Pretoria (see attached tender documents for specifics)

• Documents to submit: official bid forms and schedules (SBD 1, Schedule A–K, incl. Schedule C pricing, Schedule D disclosure, Schedule E, F–K) and any required annexures; include CSD number or SARS TCS PIN; BBBEE certificate; Tax Clearance; detailed pricing on company letterhead (beyond Schedule C).
• Pre-qualifications/registrations: Tax clearance (SARS), CSD registration, B-BBEE verification; where applicable, consortium agreements with BBBEE and tax-compliance for each party.
• Briefing session: not applicable (briefing session indicated as NO).
