SUBCONTRACTING OF GNT PASSENGER TRANSPORT SERVICES TO LOCAL OPERATORS

Overview

Procurement of subcontracting GNT passenger transport routes to local operators in Capricorn 2 (Matlala, Mashashane, Bochum and Moletjie). The aim is to appoint suitably qualified local operators to deliver contracted passenger services, with up to 21 buses initially. Ninety percent of the subcontracted value will go to qualifying collective arrangements and ten percent to independent local operators, aligning to the GNT–DTCS contract.

Requirements

• Eligibility: small business or formerly disadvantaged operator; operate or have presence in Capricorn 2; valid operating licenses; access to sufficient compliant buses; adequate capacity; comply with transport, safety and regulatory requirements; provide required documentation for group bids if applicable.
• Evaluation: Stage 1 pre-qualification; Stage 2 technical evaluation; Stage 3 local empowerment; minimum 70 out of 100 points to proceed; evidence must support claims.
• Mandatory documents (submit by closing): proof of legal status; valid operating licenses; proof of Capricorn 2 base; authorization/resolution; JV/consortium agreement if applicable; completed bid forms; fleet schedule with vehicle docs; signed remuneration schedule; for collective bids: underlying operator arrangements and consent; register of underlying operators.
