Overview

The Mandeni Municipality invites a suitably qualified service provider to establish a temporary animal pound and render animal pound services for 36 months in terms of the KwaZulu-Natal Pound Act (Act No. 3 of 2006). Suitable bidders are those with experience in municipal animal control/pound operations, and who are registered on the Central Supplier Database (CSD). Bids will be evaluated under the PPPFA 2022 framework with local/enterprise-preference considerations.

Requirements

• Must be registered on the Central Supplier Database (CSD).
• Bid documents: non-refundable fee of R600 (incl. VAT); payment by cash, debit card, or EFT (bank details on request) (see attached file).
• Bids must be deposited in the tender box by 12:00 on 21 August 2026; late submissions not considered.
• Two-stage evaluation: functionality first, then price; bids valid for 120 days.
• PPPFA 2022 goals apply (points for local Mandeni, iLembe region, KZN province; EME/QSE black ownership, women, youth, disability).
• National Treasury Defaulters Database screening; canvassing prohibited; opening in public; municipality not obliged to accept the lowest bid.

• Complete bids in accordance with attached conditions, seal in an envelope, and mark: “BID NO.: 02/25/26 …” and deposit in the tender box at the Civic Centre no later than 12:00 on 21 August 2026 (opening in public). Late, email, or fax bids will not be considered.
