Overview

Supervision of energy efficiency rehabilitation works for the Neurology Institute and Psychiatry Clinical Hospital in Chisinau, Moldova, to act as Supervision Engineer for Works Contracts financed under the Moldova Energy Efficiency Project. Bidders should have engineering and project-management expertise in supervising construction works, preferably for energy-efficiency upgrades or hospital projects, and be able to deliver supervision and contract-management services under an EU/MEPIU-financed program. The contract covers supervision of works for energy-efficiency rehabilitation of two hospitals and is governed by the Moldova Energy Projects Implementation Unit (MEPIU). The project value is around €0.57–0.57 million and the contract duration is about 18 months (with potential extension for the DNP phase).

Requirements

Open procedure for a services contract providing supervision of civil/energy-efficiency works.
Demonstrated experience as a supervision consultant on energy-efficiency or hospital construction projects; ability to manage the project team and produce project-management documentation.
Qualifications of key experts and a clear methodology for the assignment; CVs and evidence of professional competence will be evaluated (Quality criterion: experience, methodology, key experts; Weighting ~60/20/20).
English-language tender documents and communications; compliance with the MEPIU procurement documents.
Duration: 18 months (+ up to 12 months for DNP per the contract terms).
