Overview

Procurement of supply, delivery and installation of a fully integrated cyber security solution under a 36-month contract. Reputable cyber security service providers with 24/7 SOC operations, vulnerability management, penetration testing, and governance capabilities should bid. Must be CSD registered, able to provide MBD forms, and meet mandatory qualification and accreditation requirements (notably ISO9001 and ISO27001).

Requirements

• Central Suppliers Database (CSD) registration proof
• MBD4, MBD6.1, MBD8 and MBD9 forms
• Municipal rates and services certificate (or billing) for directors/owners and company as applicable
• Lease agreements if renting office space or for directors
• Affidavit if municipal rates are paid by a relative; marriage certificate if account is under spouse
• Certificate of Authority to sign tender documents (on company letterhead)
• 80/20 Preference Point System; functionality threshold of 75% per segment
• Functionality criteria: 3 cyber security projects (30 points) or 2 projects (15 points); traceable reference letters and appointment letters
• Key resources: Project Manager (5+ years) and Lead Cybersecurity Specialist (5+ years) with CVs and cert copies
• Certifications for Lead: OSCP or CRTP or CPPT; ISO9001 and ISO27001 accreditation
• Detailed methodology covering 24/7 SOC, EDR/ITDR, SIEM, vulnerability management, pen testing, governance, incident management, SLA reporting
• 180-day price validity
• Bidder must score 100% in Expertise and Accreditation segments; overall 80/20 scoring (price vs specific goals)
