Overview

This tender seeks the appointment of an electrical contractor to supply and deliver a 1000KVA x 1 mini substation for CRUs and to supply, deliver and install 5 x 500KVA mini substations. (see BID Document Upgrade Of 11KV Mini Substations 2025-2026 Combined Revised.pdf) Target bidders: CIDB 5EP or higher, electrical contracting capability, and proven experience with mini substations.

Requirements

• CIDB grading: 5EP or higher; proof via CIDB registration.
• ISO 9001: Certified Quality Management System.
• Experience/References: minimum demonstrated work on similar mini substation projects (appointment letters, reference letters, completion certificates).
• Key personnel: Lead Engineer/Technologist registered with ECSA; Project Manager registered with ECSA or as a Technician; CVs with IDs and qualifications.
• Plant and resources: crane truck with logbook or lease evidence.
• Compliance/documents: SARS Tax Compliance Status (PIN/TCS); CSD registration (or CSD print if no TCS); VAT registration; WCC (Workmen’s Comp) where applicable; company and director(s) not owing municipal rates/taxes for more than 90 days.
• Mandatory forms: MBD1, MBD4, MBD6.1, MBD8, MBD9; detailed CSD entry; BBBEE verification; declarations of interest and past SCM practices.
• Preference points: allocations for ownership by Black persons and RDP goals; proof via detailed CSD and compliance documents.
• Price: firm, inclusive of VAT; valid for 90 days from bid date.
• Project logistics: compulsory site briefing and site attendance; adherence to site instructions and timelines.

• Documents to submit: Municipal Bidding Documents (MBD forms) plus returnable schedules; CSD print or CIDB certificate; SARS Tax Clearance/TCS PIN; ISO 9001; CIDB registration; BBBEE; proof of municipal rate clearance for company and all directors; CVs for key personnel; signed declarations (MBD 4, 6.1, 8, 9); site attendance register.

• Evaluation framework: two-stage process—Stage 1 functionality (minimum 60 points) based on Company Experience, Key Personnel, and Plant; Stage 2 80/20 price and preference (ownership and RDP goals).
