Overview

Supply and delivery of agricultural inputs to Mthatha (Kei Fresh Produce Market). Bids are invited from agricultural-input suppliers capable of meeting minimum functionality, providing finance and logistics support, and complying with NORTDA SCM policies, CIDB, CSD and tax requirements. The procurement uses a two-stage evaluation (Stage 1: Functionality; Stage 2: Price and Specific Goals) with 80/20 or 90/10 preference scoring and a 90-day bid validity.

Requirements

• Stage 1: Functionality (100 points); bidders must score at least 70, with criteria including: Financial capacity (30), Transport/logistics readiness (30), and other functional factors.
• Stage 2: Price and specific goals (80/20 or 90/10): 20/10 points for specific goals (women, youth, disabled, rural) and 80/90 points for price; contract awarded to highest total points.
• Specific goals requirements: 5 points each for Women, Youth, Disabled; 5 points for Rural; bidders must prove equity and eligibility (e.g., 51%+ where claimed).
• Experience: relevant supply experience in agricultural inputs in the past 5 years; up to 50 points for references and appointment/completion letters.
• Administrative/compliance: CSD supplier number; SARS Tax Pin/Tax Clearance; audited financials for transactions > R10 million; joint venture/consortium documents if applicable; B-BBEE certification; vendor database registration; COIDA OH&S registration; OH&S plan; VAT registration if applicable.
• Additional: adherence to SCM policy, confidentiality, anti-corruption, and ability to deliver within 7 days of PO (delivery commitment) (see attached).
