Overview

ACSA seeks to procure the supply and delivery of airfield ground light fittings spares for ORTIA/BFIA. Bidders should have aviation lighting supply capability and compliance with ICAO/SACAA standards, including LED high-intensity runway lighting, cables, bases, and related fittings (as detailed in the attached RFQ). The process is a RFQ with a 120-day validity you must maintain.

Requirements

• Certification/compliance: ICAO Annex 14 (Vol 1 Ed 8) and SACAA Part 139; FAA AC 150/5345-46E; EASA CS-ADR-DSN; IEC 61827/61821/61823; SANS 10142; OHSA Act 85/1993; test certificates from accredited labs.
• Product scope: supply and delivery of AGL spares (runway edge, threshold, centreline, RETILS, PAPI-related items, cables, bases, connectors, stopbar/guard lights, etc.) with LED technology, MTBF targets, frangibility and installation per supplier manuals.
• Documentation: mandatory returnable docs including Form of Offer, SBD 1/4/6.1, Declaration of Interest, BBBEE, Tax Pin/CSD, confidentiality agreement, Annexures and proof of qualifications.
• Tax/compliance: SARS Tax PIN; CSD registration if no TCS; separate TCS for consortia.
• Vetting: security vetting may be required as ACSA is a National Key Point.
• Evaluation: two-stage process (Stage 1 functionality, Stage 2 price and preference); minimum functionality score required.

• Submission method: email bids to Acsarfq@airports.co.za (split into 4+ attachments of ≤4 MB); also bid box deposit at the designated address. Do not CC ACSA staff.
• Required documents: complete Form of Offer and Acceptance (C1.1), SBD 1, SBD 4, SBD 6.1 (Preference), Confidentiality/NDA, BBBEE, Tax PIN/CSD, Annexures (experience, staff qualifications), and Annexure F for key personnel.
