Requirements

• Compliance with the City of Cape Town SCM Policy; avoid conflicts of interest; proper declarations of interest and independent bid determination.
• Mandatory clarifications and attendance at a compulsory site visit/clarification meeting (09 July 2026, Faure WTP, with Teams option).
• Minimum functionality score of 70/100 for relevant categories; evidence of track record, supply capability, transport capacity, and technical lead for CO2, PAC, and GAC categories (Schedules F.13 B1–D2).
• Provision of samples and Certificates of Analysis for CO2, PAC, and GAC as required (within specified timeframes).
• Tax compliance and registrations: SARS Tax Compliance Status PIN; registration on the Central Supplier Database (CSD); registration on the City of Cape Town Supplier Database; separate certificates for JV partners if applicable.
• Compliance with health and safety requirements; provision of a Health and Safety Plan if requested.
• Returnable documents and related schedules (e.g., Schedule F.4–F.13) completed and submitted with tender; signatures by authorised persons for joint ventures.
• Potential need for performance security, insurance, and other bid returnables as per Annexures in the tender.

How to Apply

• Attend the compulsory site visit/clarification meeting on 09 July 2026 at Faure WTP (also via Microsoft Teams; see SCM 542 doc).
• Obtain tender documents from the City’s tender process (hard copy incurs R200 tender fee; online downloads are free). Submit the Form of Offer and Acceptance plus all returnable documents in a sealed envelope to Tender Box 223 at the Civic Centre, Cape Town; if too large, follow alternative submission instructions at the Tender Distribution Office. • Prepare and submit:
  • Form of Offer and Acceptance and all Schedule F returnables (F.13 B1–D2, C1–C3, etc.) as required.
  • Details of Tenderer, Certificate of Authority for Partnerships/JVs, partnership agreements (if applicable), Declaration of Interest, Declaration of Conflict of Interest, Certificate of Independent Bid Determination.
  • Tax compliance evidence (SARS PIN) and proof of registration on CSD and CCT Supplier Database.
  • Any required samples (CO2, PAC, GAC) and Certificates of Analysis.
  • References, track records, and evidence of transport/equipment capability as per Schedule F.13.
• Be aware of closing times and potential extensions:
  • SCM doc shows closing date/time as 31/07/2026 at 10:00 (document SCM 542); metadata lists 14 Aug 2026 08:00 (verify via addenda/notices).
  • CCT may issue addenda; ensure you acknowledge notices and respond within deadlines.
• Submissions may be evaluated on a two-envelope basis if required by the Conditions of Tender; otherwise submit a single set containing both technical and financial information as directed.
