Overview

Framework contract for the supply and delivery of computers and computer accessories under an open national process, with a two-year term and reserved for AGPO-YOUTH. Suitable for IT hardware suppliers and related service providers; bidders must meet AGPO/YOUTH eligibility and procurement rules.

Requirements

• Open National tender, but reserved for AGPO-YOUTH (two-year framework) (INVITATION TO TENDER).
• Eligibility to tender, non-debarment, and compliance with Public Procurement rules; include a Certificate of Independent Tender Determination or equivalent (as part of compliance).
• Tender Security or Tender-Securing Declaration is required (TDS ITT 18) and valid through contract award/implementation.
• Manufacturer’s Authorization required if the tenderer does not manufacture the goods (Section 16.2a).
• Evidence of tax clearance or equivalent as applicable to Kenyan bidders; comply with local regulatory requirements (Kenyan tax obligations).
• Goods and related services eligibility and conformity: provide country of origin declarations and evidence that goods meet the Schedule of Requirements (Section VII) and are origin-qualified (ITTs 15–16).
• Local content rules: certain items must be sourced from Kenya with no substitutions from foreign sources (4.4).
• JV guidelines: joint ventures must be jointly and severally liable; separate JV agreements or letters of intent required (ITTs on JV).
• Quality and conformity: provide detailed descriptions, standards, and spare parts availability; substitutions allowed only if substantially equivalent (Section VII).

How to Apply

• Submission deadline: 24 July 2026 at 10:00 (INVITATION TO TENDER); note metadata lists 28 July 2026 08:00 as a deadline discrepancy to be clarified (INVITATION TO TENDER).
• Submission method: hard copy tender delivered to The Chief Officer of Finance, Bungoma; Deposited in the Tender Box outside the Supply Chain Management Office (address in INVITATION TO TENDER).
• Documents to submit: Form of Tender, Price Schedules, Tender Security or Declaration, Joint Venture documents if applicable, Manufacturer’s Authorization, eligibility and conformity evidence, and any other documents listed in the Tender Data Sheet (Section IV; ITT 10–16) (SUPPLY AND DELIVERY OF COMPUTERS AND ACCESSORIES).
• Pre-qualification/registration: comply with AGPO requirements; confirm if pre-qualification thresholds apply (AGPO reserved category).
• Briefing/clarification: may hold a pre-tender conference; inquiries in writing; responses posted to all bidders as per ITT6 (INVITATION TO TENDER).
