Overview

Procurement of the supply and delivery of disaster management relief materials for a 36-month period. Capricorn District Municipality invites bids for a range of disaster-relief goods (e.g., salvage sheets, disaster-relief blankets, LED solar lights, Vita Lux mattresses, hygiene packs, stoves, canisters, solar systems, mobile shelters). Suitable bidders are suppliers able to provide SABS-approved materials, with delivery readiness for a three-week lead time (emergency shelter deliveries within 72 hours) and compliance with municipal procurement rules.

Requirements

• Compliance and registrations: tax compliance (SARS PIN/TCS), Central Supplier Database (CSD) number if no TCS, CIDB registration if applicable, and proof of municipal rates/taxes; board/joint-venture documents as required; MBD forms completed.
• Qualifications: demonstrated experience with similar disaster-relief projects; financial capacity to execute; CIDB where required; BBBEE or municipal-specific goals scoring capability.
• Documentation and processes: bids on official forms (MBD 1-9), properly signed and initialed; JV agreements where relevant; all pages inked in black; site briefing attendance; samples for verification; sealed bid submission; adherence to 80/20 evaluation (price vs. goals) and related procurement policies.
• Deliverables and performance: materials must be delivered as specified, tested/verified (sample before full supply), and compliant with SABS standards; warranty, performance security, and penalties for non-compliance per GCC.

• Submit sealed bids to the Bid Box, Capricorn District Municipality, 41 Biccard Street, Polokwane, by 25 Sept 2026 at 11:00; bids opened publicly.
• Include: completed bid response documents, MBD forms (A–D), pricing schedule (D), CIDB and CSD evidence, tax clearance status or PIN, JV agreements if any, proof of municipal rates, and company details.
