Overview

Framework Contract for Supply and Delivery of Electrical and Electronic Materials, Fittings and Appliances under open national competition by the County Government of Bungoma. Requirements

• Eligibility, conformity, and anti-corruption: comply with ITT provisions, including no debarment, no collusive or fraudulent practices, and provide a Certificate of Independent Tender Determination.
• JV rules: if a joint venture, all members are jointly and severally liable; provide Joint Venture Agreement or letter of intent to form one.
• Documentation: Form of Tender, Price Schedules, Tender Security or Tender-Securing Declaration, Manufacturer Authorization (if applicable), evidence of eligibility and qualifications, and conformity with technical specs.
• Goods eligibility and origin: declare country of origin; comply with Schedule of Requirements; Kenya-content provisions apply for certain items; environmental/health restrictions apply.
• Financial/price rules: bids in Kenyan Shillings; prices fixed for the contract period unless TDS allows adjustments; no conditional discounts.
• Prequalification/clearance: provide tax clearance where required; maintain compliance with local procurement rules and avoid conflicts of interest.
• Tender security: submit a Tender-Securing Declaration or a Tender Security as specified in the TDS; security valid beyond tender validity as required.
• Tender packaging: serialize pages; submit original and copies; mark confidential information; ensure proper signing and authorisation.

• Submit: hard copy to County Government of Bungoma, Chief Officer Finance, P.O. Box 437-50200 Bungoma; or deposit to Tender Box outside the Supply Chain Management Office, Bungoma. Closing date: 28 July 2026 at 10:00 A.M (as per Invitation to Tender; may differ if TDS specifies otherwise).
• Optional electronic submission: may be allowed per ITT 21.1 and TDS.
• Clarifications and briefing: submit questions in writing by deadline stated in TDS; pre-tender conference if listed in TDS (not specified in available text).
• Opening: tenders opened publicly after deadline at the stated address; ensure original and copies are correctly labeled (Original, Copies).
