Overview

Procurement of the supply and delivery of electrical distribution and installation materials. Open to service providers in electrical wholesale/distribution with capacity to supply SABS-compliant products such as insulators, tapes, fuses, LV/HV components, and related accessories. Bidder eligibility requires registration on the Central Supplier Database (CSD), a valid SARS Tax Compliance PIN, VAT status, and the ability to meet OHS, COID, LR, BCEA, and related regulatory requirements.

Requirements

• CSD registration: provide CSD Supplier Number and Unique Registration Reference Number (Annex F) and CSD report if a Joint Venture.
• Tax and VAT: valid SARS Tax Compliance PIN; VAT status disclosures; prices VAT inclusive (per the pricing rules).
• Compliance with legislation: OH&S Act (Annex B), COID, LR Act, BCEA, Income/Value Added Tax, and related SA laws; compliance certificates where required.
• Preferential procurement: fully complete Annexure C to claim points (BOE, women-owned, local location) and provide supporting documentation.
• Tender completeness: complete Data Sheets (MBD forms: e.g., MBD4, MBD3.1/3.2/3.3, MBD8, MBD9); sign Tender Form; attach all required annexures (A–H) and discs/USB as applicable.
• Briefing/attendance: compulsory tender briefing/site inspection attendance and signed certificate (if applicable).
• Documentation for JV/consortia: provide Pins, CSD reports, and signed undertaking of intent to form a JV (if tendering as a group).

How to Apply

• Submission deadline: not later than 12h00 on 28 July 2026; late submissions will not be accepted.
• Submission method: hard copy and CD/USB Flash Drive in sealed envelope, placed in the Tender Box at Msunduzi Municipality Central Stores (address in documents) and marked with “Contract No. E 1 OF 2026”.
• Documents to submit: fully completed Tender Form; Pricing Schedule; Annexures A–H; Data Sheets (MBD forms); CSD details (Annex F); Tax Clearance (Annex D); CIPC (Annex E); any applicable JV documents (if any).
• Pre-qualifications/registrations: CSD registration; Tax Clearance; VAT registration status; ensure compliance with OH&S Annex B; evidence of BOE/Women ownership and local location claims if applying for preference points (Annex C).
• Briefing: attendance at the compulsory Tender Briefing/Site Inspection; certificate to be signed at the meeting (refer to Tender Document l E 1 of 2026 for details).
• Documents to obtain: Tender documents available from ETenders portal; hard copies from Msunduzi SCM offices; note the attached documents include the Standard Conditions, Specifications, and Bill of Quantities (e.g., Bill of Quantities Appendix B).
