Overview

Supply and delivery of electrical smart meters for electrification of low-cost houses (destitute houses). Open to service providers capable of supplying metering equipment; bids evaluated on an 80/20 basis (80 points for price, 20 for Specific Goals). Specific Goals: HDI status (race, gender, disability, youth) and locality criteria (within Blue Crane Route Municipality, within Sarah Baartman District, within Eastern Cape, within South Africa).

Requirements

• Bidders must be registered on the CSD Supplier Database with Tax Compliant Status.
• Provide a Certificate of Good Standing from the local municipality.
• Complete all tender forms/data sheets and submit all supplementary information; otherwise non-responsive.
• Bids must be in a sealed envelope, clearly marked BID NUMBER T20/2026, placed in the Bid Box at 67 Nojoli Street, Somerset East; closing 16 September 2026 at 12:00; no late submissions.
• Bids must be completed in black ink, unsigned, and not submitted by facsimile or electronically.
• Bids remain valid for 90 days; the Municipality may accept whole or part and is not obliged to accept the lowest bid.
• Blue Crane Route SCM Policy applies; evidence for Specific Goal claims must be provided; without evidence, no points.
