Overview

The Kenya Railways invites open Tender for the supply and delivery of equipment and tools for the Mombasa-Nairobi-Naivasha SGR Line. Tenders are sought from suppliers/manufacturers or their authorized representatives capable of meeting the Schedule of Requirements, technical specifications, and Kenyan content and compliance rules (Tender No. KR/SCM/123/2025-2026).

Requirements

• Legal and ethical: comply with Public Procurement and Asset Disposal Act 2015; sign Certificate of Independent Tender Determination; no corrupt, fraudulent, or collusive practices.
• Eligibility: Tenderers must be eligible per ITT 3; JV members jointly liable if a JV; no disqualifying public-officer ties.
• Debarment and representations: not debarred by PPRA; provide tax clearance and eligibility evidence; if submitting as a JV, exemption from CAK may be required for award.
• Financial/security: provide Tender Security in the form specified (amount: Kshs 4,000,000; valid 240 days from tender opening; acceptable forms include bank guarantees or insurer/bank-backed guarantees).
• Manufacturer authorization: if the Tenderer does not manufacture the goods, provide Manufacturer’s Authorization; if operating from Kenya, local representation for maintenance/spare parts may be required.
• Origin and conformity: goods must meet eligibility of origin declarations; items listed for Kenyan sourcing (4.4) must be sourced from Kenya; provide item-by-item conformity evidence to Schedule of Requirements.
• Environment and safety: avoid goods/processes deemed harmful to people or environment (4.5).
• Documentation: submit Form of Tender, price schedules, security, JV agreements if applicable, manufacturer’s authorizations, tax clearances, and evidence of eligibility/conformity (Section II, III, IV, VII as applicable).

• Submission: completed tenders must be delivered to the Kenya Railways Tender Box (Block C Reception, Haile Selassie Ave, Nairobi) by 9 July 2026 at 10:00 am (no electronic submissions) as per ITT. • What to submit: Form of Tender; Price Schedules; Tender Security or Tender-Securing Declaration; JV agreements (if any); Manufacturer’s Authorization (if required); evidence of tax clearance; eligibility and conformity documents; any other documents listed in the Data Sheet.
• Clarifications and addenda: requests in writing; pre-tender meeting details (if any) and minutes will be shared; addenda issued as needed (via website).
• Other: Tender must serialize pages; indicate discounts methodically; prices in Kenyan Shillings; adhere to contract terms and conditions (GCC/SCC) in the tender document.
