Overview

Procurement of the supply and delivery of fuel, oil and lubricants using a fuel card system for the County Government of Machakos on a three-year framework contract. Open national tender aimed at qualified fuel/oil suppliers and card-based fleet-fuel service providers with the capacity to support a municipal fleet, including compliance with Kenyan public procurement rules and relevant certifications.

Requirements

• Eligibility and integrity: no public officer conflicts, not debarred (PPRA), prohibition on collusion, and completion of independent tender determination. Joint ventures allowed with shared liability.
• Financial/commercial: tender security of 500,000 KSh; security valid for 154 days; fixed prices as specified, with any adjustments only as per the TDS.
• Eligibility of goods/services: origin from eligible countries; conformity to technical specs (Section VII); country-of-origin declarations in price schedules; certain Kenyan-sourced items as defined.
• Tender documentation: Form of Tender, price schedules, tender security or declaration, JV agreements if applicable, manufacturer authorizations if required, tax clearance, and eligibility documents per ITT 10–16.
• Representations: comply with Kenyan tax and registration requirements; provide necessary representations and avoid conflicts of interest.
• Evaluation: adhere to ITT criteria; lowest evaluated tender that is substantially responsive.
