Overview

Framework contract to supply and deliver fuels, oils and lubricants for Bungoma County vehicles under a card-dispensed system; open to eligible bidders through an Open National competition. The framework duration is two years (2026–2028) and targets suppliers of fuel, oils and lubricants with Kenya operations.

Requirements

• Compliance with the Public Procurement and Asset Disposal Act 2015 (anti-corruption declarations) and Competition Act 2010; sign Certificate of Independent Tender Determination.
• Eligibility and qualifications: open to private entities, individuals, state-owned entities or JVs; JV members jointly and severally liable; no public officers or relatives eligible.
• Tax compliance: provide a current tax clearance certificate or tax exemption from Kenya Revenue Authority.
• Debarment: not debarred by PPRA; provide evidence as required.
• Goods eligibility and conformance: demonstrate origin and conformity to technical specifications; provide manufacturer authorization if not the manufacturer; provide spare parts, maintenance capabilities, and sources of supply.
• Tender security or tender securing declaration (valid for specified period); comply with JV requirements if applicable and provide Joint Venture agreement or intent.

• Submission method and location: hard copy submitted to Chief Officer Finance, Bungoma; tender deposited in the Tender Box outside the Supply Chain Management Office Headquarters (P.O. Box 437-50200 Bungoma).
• Documents to submit: Form of Tender and Price Schedules; Tender Security or Tender-Securing Declaration; Manufacturer Authorization (if required); evidence of eligibility and conformance; JV documents if applicable; any other documents specified in the Tender Data Sheet.
• Pre-qualification/registrations: procurement documents may require registration with relevant Kenyan authorities; obtain tender documents from Bungoma website and the Public Procurement Information Portal (Tenders Go Kenya).
