Overview

The Kwale County Government invites bids to supply and deliver hospital beds, mattresses and assorted medical equipment for Lunga Lunga and Samburu Hospitals. Suitable bidders include medical equipment suppliers, hospital furniture manufacturers, and related service providers with capacity to supply and support healthcare facilities in Kenya. Compliance with Kenyan public procurement rules and relevant certifications is required.

Requirements

• Compliance with Public Procurement and Asset Disposal Act (2015) and a Certificate of Independent Tender Determination; no corrupt or collusive practices.
• Eligible Tenderers, including restrictions on public officers and conflict-of-interest rules; JV rules if applicable (joint liability, representative, and sole signatory requirements).
• Tender security or tender securing declaration; pages must be serialized; tender documents in English; origin and conformity evidence for goods.
• If not the manufacturer, Manufacturer’s Authorization (where required); local service representation in Kenya for maintenance.
• Sourcing from Kenya for listed items (no substitutions from foreign sources for specific categories) and Kenya-origin declarations in Price Schedules.
• Tax clearance certificate from Kenya Revenue Authority (Kenyan bidders) and other standard documentary evidence (eligibility, conformity, and qualifications).
• Section 10–14 documents required: Form of Tender, Price Schedules, Tender Security, JV Agreement if applicable, Manufacturer Authorization, and evidence of qualifications and eligibility (as per ITT/Section III).

• Submission: Electronically through the National Treasury Supplier Portal; manual submissions not permitted (TENDER DOCUMENT).
• Documents: Complete Form of Tender, Price Schedules, Tender Security or Declaration, JV documentation if applicable, Manufacturer Authorization, and qualification/eligibility evidence (TENDER DOCUMENT).
• Registration/Pre-qualifications: Tender via the National Treasury Portal; tax clearance in Kenya for Kenyan bidders (TENDER DOCUMENT).
• Briefing/Clarifications: If a pre-tender conference is held, questions must be in writing by the deadline; responses and minutes may be published (TENDER DOCUMENT).

• Evaluation/Standstill: Tender evaluation uses lowest evaluated cost; standstill period is 14 days after the Notification of Intention to Enter into Contract (TENDER DOCUMENT).
