Overview

This tender purchases the supply and delivery of laptops to Mkhondo Local Municipality, open to IT hardware suppliers who can provide a valid Reseller Authorization Letter from the OEM/distributor. It uses an 80/20 PPFA score with 90-day bid validity, closes 28 September 2026, and requires submission in a sealed bid box (no electronic submissions). A briefing session is not mandatory. Requirements

• Valid SARS Tax Compliance PIN and/or TCS certificate; where applicable, CSD registration not older than 30 days; full CSD report mandatory.
• Proof of municipal financial standing: company and ALL directors’ municipal rates statements, or valid lease/ council letter for non-billable areas.
• Copy of company registration, certified IDs of directors, and certified copies not older than 3 months.
• Valid Reseller Authorization Letter from the OEM for computer equipment (compulsory).
• Returnable documents: Schedule 1–7, MBD 1–9, Schedule 8 (Experience), and related declarations (as per T2).
• Minimum Stage Two functionality: 60% (48/80) with required evidence of Company Experience (40), Financial Capacity (30), and Company References (10).
• Compliance with General Conditions of Contract and MLM procurement policy; no service of state conflicts, etc.

• Submission method: sealed bid in the Bid Box at No. 33 Corner Market and De Wet Street, eMkhondo, 2380; paper copies only (per tender data). Do not mail or email.
• Documents to complete/submit: MBD 1, MBD 2, MBD 3.1 (Pricing), MBD 4, MBD 6.1, MBD 7.1 (Parts 1 & 2), MBD 8, MBD 9, Schedule 1–7 (and 8), plus the Form of Offer and Acceptance and any required annexures. (See T2 Returnable Documents)
• Registrations/pre-qualifications: SARS TCS/PIN; CSD registration; Municipal Rates or lease proof; Reseller Authorization Letter; company registration and director IDs.
• Briefing: No mandatory briefing session.
