Overview

The Umsobomvu Local Municipality is procuring the supply and delivery of laptops. This RFQ (UMS/FIN/LAPTOPS/09/2026 Re-advert) targets IT hardware suppliers capable of providing laptops under the municipality’s SCM and PPP requirements, including local-content and B-BBEE considerations. Bids will be evaluated on price (80 points) and specific goals (20 points: locality and youth ownership).

Requirements

• Valid Tax Clearance Status Pin/Certificate (SARS) and proof for consortiums if applicable.
• Central Supplier Database (CSD) registration with proof printout.
• Municipal account in the bidder’s name not in arrears for more than 3 months; lease where applicable.
• Certified copies of IDs for members/directors and company registration documents; sworn BBBEE affidavit or SANAS-approved certificate.
• Evidence of good standing with municipal accounts (no undisputed commitments >90 days) and ability to hold goods for 90 days.
• Product must be SABS approved; VAT inclusive pricing; complete pricing schedule and all tender documents (MBD1, MBD4, MBD6.1, MBD8, MBD9) and contract forms.
• Bidder must not be in the service of government; proper sign-off on all pages; local content and youth ownership criteria to earn 20 specific-goal points.
• Site/Information meetings (if specified) are compulsory; ensure all samples and documentation are ready if requested.

• Submission: sealed written quotations clearly marked “SUPPLY AND DELIVERY OF LAPTOPS” and delivered to Umsobomvu Municipality, 21A Church Street, Colesberg 9795, by 2026-10-23 12:00. Late, electronic, or incomplete quotes will not be considered.
• Include: company letterhead quotation, Pricing Schedule, MBD forms (1, 4, 6.1, 8, 9), Tax Clearance, ID copies, company registration, BBBEE evidence, municipal accounts, CSD printout, lease documents if applicable.
