Overview

Open National Tender for the supply and delivery of law books (textbooks and related services) to Bungoma County Government. Bidders should be qualified publishers/distributors of textbooks and related services, and prepare for online submission via the IFMIS Supplier Portal.

Requirements

• Eligibility and qualifications: tenderers may be private firms, state-owned entities, or joint ventures; JV size limited by the Tender Data Sheet; partners designate a representative and are jointly liable. Compliance with corruption, debarment, and competition rules is required; tax compliance certificate is needed.
• Goods and related services: supply of law books, textbooks, teacher’s manuals, and related services such as distribution, binding, and packing; conformity to technical specifications; origin declarations and eligibility of goods.
• Documentation and compliance: Form of Tender, price schedules, tender security or securing declaration, JV agreement if applicable, copyright authorization if required, and evidence of eligibility and qualifications per the tender documents.
• Local content and origin: foreign tenderers must demonstrate 40% local inputs; nationality and margin of preference rules apply as detailed in the ITT.

• Where to obtain documents: from Bungoma County website (www.bungoma.go.ke), the IFMIS supplier portal (www.supplier.treasury.go.ke), or PPIP portal (www.tenders.go.ke); download using the IFMIS Negotiation Number; provide your contact details to countyattorneybgm@gmail.com (see Tender Notice and Tender Document).
• Submission: complete tender documents and submit electronically via IFMIS SUPPLIER PORTAL by Friday 9 October 2026 at 11:00 local time; manual submissions are not allowed.
• What to submit: Form of Tender, Price Schedules, Tender Security or securing declaration, JV documentation if applicable, Copyright Authorization if required, and documents establishing eligibility and qualifications; serialize all pages.
• Opening: tenders are opened publicly after the deadline at Masinde Muliro Stadium Boardroom, Bungoma.
