Overview

Supply and delivery of Livestock Identification and Traceability System (LITS) Gadgets for the Eastern Cape Province. The Department of Agriculture seeks LITS gadgets (ear tags, RFID readers, branding tools, etc.) to support livestock traceability. Bidder should be a service provider with livestock-traceability experience, able to source from ISO 9001-accredited manufacturers, provide ICAR-certified ear tags, and be registered on CSD and LOGIS. Delivery appears to be to DOA facilities in the Eastern Cape with a delivery window of up to 60 days after appointment.

Requirements

• Eligibility and registrations: must be on CSD and LOGIS; tax compliance verified on CSD; hard copies of Tax Clearance not required; LOGIS active; not a state employee bid; joint ventures require agreements.
• Certifications and capabilities: ICAR certificate for HDX RFID ear tags; ISO 9001 accreditation for tag manufacturers; proof that handheld readers read ISO11784/85 tags (FDX/HDX); evidence of prior supply (minimum 1,000 tags) and tag loss-rate data from recognized bodies.
• Technical and delivery standards: items must meet the LITS specifications; provide a sample gadget before full delivery; deliver within 60 days; ensure all items are new and compliant; replace non-conforming items at no extra cost.
• Demonstrations and evaluations: shortlisted bidders must conduct demonstrations at Department premises; part of the evaluation may be required and non-compliance can disqualify.
• Administrative and bid-compliance: complete ECBD forms (SBD 3.1, SBD 4, etc.), certificate of authority, equity ownership declaration, and returnable schedules; adhere to two-envelope or other specified evaluation approach; no late corrections or corrections with fluid.
