Overview

Procurement of supply and delivery of local-content 25 MPa / 19mm ready-mix concrete to the MZIMVUBU Water Project – Access Road near Maclear, Eastern Cape. This RFQ targets concrete suppliers with NRCS-certified cement, strong local-content capabilities, and B-BBEE-compliant structures; expected quantity is around 165 m3, with delivery to site as required.

Requirements

• Compliance and registrations: CSD (Central Supplier Database) registration, SARS tax compliance (PIN), and SARS status verification; CIPC registration where applicable; official SBD forms completed.
• Local content and cement: NRCS Letter of Authority for cement, cement compliant with SANS 50197, no imported cement, 100% local content threshold for cement; Annexure C completed; NRCS documentation for all cement supplied.
• Technical and mix design: Bid must include a concrete mix design for 25 MPa / 19mm; design approved by DWS; water-cement ratio ≤0.7; slump 60–120 mm; 28-day strength 25–30 MPa; max aggregate size 20 mm; on-site batching not allowed; rigorous quality checks.
• Ownership and location for preferences: Evidence of ownership by women, people with disabilities, or youth; location within Eastern Cape; B-BBEE level 1 or 2 for eligible entities; supporting documents (Annexures 1–2 and Annexure C) required.
• Commercial and contract terms: Firm prices, 120-day bid validity; delivery within specified lead times; adherence to GCC; performance security within 30 days of award; acceptance of on-delivery terms and penalties for non-performance.

• Submission details: Submit completed bid documents to the bid box at the entrance of the Mthatha Dam Office Building, Mthatha Dam, 5100, or courier to the same address, by 11:00 on 24 July 2026. Include original bid per SBD forms.
• Documents to submit (illustrative): SBD1, SBD3.1, SBD4, SBD6.1; Pricing Schedule (SBD 3.1) and Annexures 1, 2, and C; NRCS Letter of Authority; mix design; B-BBEE verification or sworn affidavit; CSD/SARS details; proof of Eastern Cape location.
