Overview

Supply and delivery of local content rectangular portal culverts for the Mzimvubu Water Project – access road near Maclear, Eastern Cape Province. Bidders should have capabilities in precast concrete culverts, cement supply with local-content compliance (100% for cement), and relevant registrations/certifications (SARS tax compliance PIN, CSD, B-BBEE status).

Requirements

• Local production/content compliance, including Annexure C, and proof of local content for cement (100%) and other items as specified.
• Tax/compliance: SARS PIN, CSD registration, and VAT status; signatory authority; consortia/joint ventures must provide separate TCS per party.
• Bid documents must include SBD forms (SBD 1, SBD 3.1, SBD 4) and pricing schedule; contracts will follow GCC.
• Mandatory site briefing attendance; evaluation phases include Administrative, Technical, and Preference Points (80/20).
• Preference points for ownership by women, people with disabilities, youth, local enterprise status (Eastern Cape), and B-BBEE level (EME/QSE).
• Local content evidence and manufacturer letters may be required (Annexures 1, 2, and Annexure C).
• Compliance with General Conditions of Contract and tender annexures.

• Submission method: hard copy bid in a sealed envelope to the bid box; accompany with Original Bid and supporting documents (SBD 1, SBD 3.1, SBD 4) per instructions (WTE1049CE; NEW SBD 4).
