SUPPLY AND DELIVERY OF MAINTENANCE MATERIAL AND CONSUMABLES TO OVERBERG WATER BOARD AS AND WHEN REQUIRED FOR A PERIOD OF 36 MONTHS

Overview

Procurement goal: Overberg Water Board seeks the supply and delivery of maintenance material and consumables to its schemes on an as‑and‑when required basis for 36 months. Bidders should be professional suppliers with experience in general maintenance materials, fittings, tools and consumables, able to meet strict delivery, local-content and empowerment requirements, and to register on CSD with compliant tax status.

Requirements

• BBBEE: valid SANAS‑verifiable certificate; EMEs may submit a sworn affidavit.
• Local content: mandatory declarations; attach Local Content Annexures C–E; exemption letters if applicable.
• Compliance: CSD registration and tax clearance (PIN); COIDA certificate.
• Mandatory documentation: complete SBD1, SBD3.2, SBD4, SBD6.1, SBD6.2; pricing schedule; include technical brochures/datasheets.
• Capability criteria (functionality): >=65/100 for Phase 3, including
  • Capability: 5+ reference letters demonstrating supply/delivery experience.
  • Delivery: a gantt or plan showing 2 working days delivery to Caledon, Swellendam or Heidelberg.
  • Experience: 4+ years in supply and delivery of fittings, consumables and tools.
• Due diligence: OW may conduct supplier due diligence (site visits, verification of empowerment, etc.).
• Evaluation: 80/20 PPPFA with prices (80) and specific goals (20); four evaluation phases (Administrative, Mandatory, Functionality, Price).
