Overview

Supply and delivery of oil, grease and brake fluid for Overberg District Municipality assets and stores. This RFQ targets suppliers of lubricants and related fluids capable of meeting the specified product grades and packaging (e.g., 210L drums, 15kg buckets, 500ml brake fluid) and who can deliver to Bredasdorp within agreed terms. Bidder qualifications include product data sheets, tax compliance, and supplier registration requirements.

Requirements

• Demonstrable experience and at least three verifiable references in supplying similar lubricants (see TOR/criteria).
• Provide current Technical Data Sheets (TDS) for all products.
• Tax compliance: valid Tax Compliance Status PIN or printed TCS; separate PINs for consortia/sub-contractors.
• CIDB registration number (if applicable) and proof of registration.
• BBBEE: SANAS-verification certificate or sworn affidavit; B-BBEE status level included.
• No subcontracting to third parties (A.1).
• Complete and sign all bid documents; pages must be initialed; no corrections with Tippex.
• Prices must include delivery to Bredasdorp and VAT; lead times to be confirmed; sufficient manpower to offload at depots.
• ODM may accept more than one bid per line item; 80/20 evaluation with price and BBBEE elements.
• Validity period: 90 days from closing date.

• Submission deadline: 12:00 on Friday 21 August 2026; sealed bid in the ODM Bid Box at 26 Long Street, Bredasdorp (see Q03-2026 Bid Doc.pdf).
• Submission method: hand delivery, courier, or post to the specified address; fax/email submissions not accepted.
• Documents to complete/submit: MBD1–MBD9 suites (including MBD1 Part A & B, MBD3.1 Pricing Schedule, MBD4 Declaration of Interest, MBD6.1 BBBEE, MBD7.1 Contract Form, etc.) and any required annexures; include TDS and tax/compliance certificates as applicable (see documents list in Q03-2026 Bid Doc.pdf).
• Registrations: ensure Tax Compliance Status PIN; CSD/ ODM supplier database registration; CIDB if applicable.
