Overview

Procurement of paraffin supply and delivery for 1 year (Cluster 5) to Kumkani Mhlontlo Local Municipality. Suitable bidders are those with paraffin supply capability, delivery capacity, and compliance with PPPFA, B-BBEE, and relevant municipal SCM requirements for clustered paraffin delivery to multiple wards.

Requirements

• CSD number and SARS PIN; company profile with references.
• Certified B-BBEE certificate (or sworn affidavit/SANAS-accredited) and JV documentation if applicable.
• Proof of municipal rates/lease agreement; SARS Tax Compliance Status PIN.
• All MBD forms signed by directors; JV agreements where applicable; returnable schedule compliance; evidence of previous relevant experience.
• Functionality and price-based evaluation (80/20 or 90/10 as applicable) with a minimum overall threshold (70% in Stage 1 to proceed to price).
• Local content requirements under SATS 1286 (with CFO-declared LC percentages) if applicable.
• Delivery capability: proof of transport (ownership or lease) and delivery plan with timelines; project manager and personnel CVs.
