Overview

Supply and delivery of personal protective equipment (PPE), uniforms and cleaning tools under a framework contract. This open competition targets qualified suppliers able to furnish PPE, uniforms and cleaning tools via Kisii County’s framework arrangement, with bids submitted through the IFMIS supplier portal.

Requirements

• Compliance with the Public Procurement and Asset Disposal Act 2015, including anti-corruption declarations and the Certificate of Independent Tender Determination.
• Eligibility and capacity to tender: private entity, individual, state-owned entity, or JV; JV members jointly and severally liable; no public officers as bidders; no conflicts of interest; not debarred (PPRA list).
• Tax and registrations: provision of a current tax clearance certificate; other registrations as defined in the Tender Data Sheet.
• Tender documents and formalities: submission must include Form of Tender, price schedules, tender security, JV agreement (or letter of intent if a JV), and documents establishing eligibility, conformity, and qualifications.
• Goods and supply conditions: origin and conformity of goods to eligibility; certain items to be sourced from Kenya; environmental/safety compliance; no substitutions from foreign sources for listed categories.
• Tendering rules: bids must be fixed-price; no conditional discounts; only one tender per firm (unless permitted alternative tenders); proper page serialization of documents.
