Overview

Supply and delivery of plumbing and other materials to Midmar Dam for the Department of Water and Sanitation (RFQ WTE-2617ES). Bidders should be suppliers of plumbing products and general hardware with the ability to deliver to Midmar Dam and meet administrative/registration requirements (CSD, SARS Tax PIN, CIP/CIPC, BBBEE) and local-content targets. Local content for this tender is specified at 85% (Annex C; Annexes C–E Local Content declarations). See Annexes Schedule C D E Local Products DTi 2013 (2).xls and the Guideline for Local Content.

Requirements

• Mandatory documentation (Phase 1): attach Catalogue, fully completed Bill of Quantities (BOQ), and SBD 3.1.
• Administrative/compliance (Phase 3):
  • National Treasury Central Supplier Database (CSD) report and MAAA/CSD number
  • SARS Tax Compliance PIN/status
  • Active registration with CIPC (CIP/CIPC certificate)
  • Valid BBBEE Status Level Verification Certificate or sworn affidavit
  • Sign Tender data sections (SBD1, SBD2/Tender Data, etc.) and initial all pages where required
  • Letter of appointment authorising the bid signatory
  • Complete and submit SBD1, SBD4, SBD6.1 and Annexures C (Local Content declaration)
• Returnable documents: SBD forms, CK certificate, original tax clearance, certified IDs of shareholders, comprehensive CSD reports, etc. See T1.3 and T1.2 (Administrative Compliance).
• Other: GCC General Conditions of Contract form part of the contract; adherence to PPPFA 80/20 and functionality/price evaluation; supplier must comply with all bid conditions. See T1.1, T1.2, and T2/T1.3.

• Submission deadline: 12 August 2026 at 11:00.
• Submission method: sealed bid delivered to the bid box at the Department of Water and Sanitation (Midmar Dam entrance) or to the Supply Chain Management Office; ensure envelope is endorsed as per T1.4. See WTE-2617ES.pdf.
