Overview

Supply and delivery of PPE for community services to Ingquza Hill Local Municipality. Bids are invited from PPE suppliers to provide 100% local-content PPE, with an 80/20 evaluation (price 80, specific goals 20). The contract uses standard SCM rules, requires tax clearance and SARS TCS PIN, and includes preference points for ownership by women, youth, people living with disability, and Black-owned status.

Requirements

• Valid full CSD registration.
• Completed and signed Declarations (MBD1-9) attached to the tender document.
• SARS Tax Clearance or TCS PIN (TCS/PIN to be provided; eFiling acceptable).
• Proof that no undisputed municipal accounts are overdue by more than 30 days.
• 100% local content where applicable; signed Local Content Annexures C, D & E.
• Compliance with the SCM Policy and Abuse Policy; no state tender defaulters.
• Specific goal documentation for local-ownership categories (youth 18-35, women, disability, Black ownership) with required proof (e.g., CSD reports, IDs, medical practitioner letter).
• Pricing to be submitted on the Pricing Schedule with firm prices (incl. all taxes).

How to Apply

• Submission deadline: 23 October 2026, 12:00; hand delivered to the tender box at 135 Main Street, Flagstaff (sealed envelope, reflect IHLM/64/2026-27/COMM).
• Submission method: hand delivery to the Municipal Reception; no late, faxed, couriered or emailed tenders accepted.
• Documents to submit (see attached forms): MBD1, MBD2, MBD3.1 Pricing Schedule, MBD3.3 (PPE specification), MBD4 (Declaration of Interest), MBD6.1/6.2 (preferences and local content declarations), plus any supporting documents for specific goals.
• Registrations/pre-qualifications: Valid CSD proof; SARS PIN/TCS; tax clearance certificate; local-content declarations (C, D, E).
• Briefing/session details: Site meetings noted in adverts if compulsory.
