• Evaluation: 80/20 (price 80; 20 for objectives) with black-ownership scoring: 100% black owned = 20; ≥51% black owned = 18; <51% black owned = 14
• Compliance with the attached specification (e.g., SABS approval, embroidery/logo, reflective tape, etc.)
