Overview

The Department of Water and Sanitation invites bids for the supply and delivery of Ref 395 mesh for NCORA irrigation scheme canal rehabilitation in the Eastern Cape. This is an Open-Tender (BID WTE-0538 CS) targeting suppliers of steel reinforcing mesh and related construction materials, with bid validity 120 days.

Requirements

• Tax and supplier registrations: SARS Tax Compliance Status (TCS) PIN or SARS PIN via e-filing; if not available, provide CSD number; separate TCS/PIN/CSD for each JV/party.
• Central Supplier Database (CSD) registration; provide CSD report if applicable.
• Company registrations: active registration with Companies and Intellectual Property Commission (CIPC/CIPRO).
• Local content: comply with minimum DTi thresholds for Steel Reinforcing (Ref 395 Mesh) per Annexure C.
• B-BBEE: provide original or certified B-BBEE Status Level Verification Certificate (or sworn affidavit for EMEs/QSEs).
• Occupational health and safety: valid Good Standing with the Compensation Commissioner (COID) or alternative third-party insurance registered with FSB.
• Authority to sign: letter of appointment or board resolution authorizing signatory; proof required.
• Compulsory forms: complete and submit SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preferential Procurement), and SBD 3.1 (Pricing Schedule) where applicable.
• Technical and contract compliance: confirm ability to supply and meet the technical spec (referenced section 3.2.15) and implement in accordance with GCC.
• Preference points: 80/20 system with 20 points for specific goals (Women, Disability, Youth, local Eastern Cape location, and B-BBEE status).

How to Apply

• Prepare and submit:
  • Original bid in a sealed envelope, including covering letter; deposit in the bid box at 4-6 Alkmaar Street, Daljosaphat, Paarl, or post as specified.
  • Completed SBD 1, SBD 4, SBD 6.1, and SBD 3.1 (pricing) as required.
  • Tax clearance status (PIN/TCS) and CSD/CIPC proof; B-BBEE documentation; COID/insurance evidence; signatory authority proof; Annexure C for local content.
