Overview

Supply and delivery of refined fuels under a framework arrangement for FY 2026–2028. Sigor sub county hospital invites open-tender bids from eligible suppliers to supply and deliver refined fuels under a framework agreement, open to bidders meeting the prescribed eligibility and compliance requirements.

Requirements

• Eligibility and structure: Joint Ventures allowed up to 3 members; all JV members jointly liable; public officers not eligible; no conflicts of interest; bidders may not submit multiple tenders; PPRA sanctions apply; foreign bidders must meet local-content rules (40% inputs) and nationality rules; tax compliance certificate required; environmental and competition-law compliance.
• Tender document and qualifications: Provide Form of Tender, priced Activity Schedule, Joint Venture Agreement or Form of Intent, authorization to sign, and documentary evidence of qualifications and eligibility; disclose ownership/control details and address any potential conflicts of interest.
• Currency and taxes: Tender and payments in Kenyan Shillings; all duties/taxes included in tender price unless otherwise specified; any price adjustments must follow the TDS if applicable.
• Other: Tender security is not required; comply with PPADA, Competition Act, and related anti-corruption provisions; consider standstill and debriefing procedures as per ITT.

How to Apply

• Submission: Sealed bids deposited in the Tender Box at Sigor sub county hospital’s procurement office, clearly marked with the Tender Number, no later than 12:00 on 18 August 2026.
• Documents to submit: Form of Tender, priced Activity Schedule, Joint Venture Agreement or Form of Intent (if applicable), Authorization to sign, qualifications and eligibility documents, and conformity evidence (Section IV forms).
• Clarifications: Requests for clarification must be in writing to the Procuring Entity and received no later than 7 days before the closing date.
